In Michigan a car does not have to pass a state inspection.  Ask a                     neighborhood garage if a mechanic would inspect it and what the fee is. With a used car,  you must take the vehicle title from the seller to the SOS office to apply for a new title and to register the vehicle in your name.
Car fax will give a specific history of a car with vin.  ($10)
